20 consortiums compete for six concessions

Program of partnerships may eventually increase investments in this area

The National Bank for Economic and Social Development (BNDES) disclosed in February 6, in the Federal Official Gazette (DOU), a list with 20 consortiums that were qualified to participate of the bids related to the concession of the sanitation companies from the states of Pernambuco (Compesa), Pará (Cosanpa), Maranhão (Caema), Amapá (Caesa), Sergipe (Deso) and Alagoas (Casal). From the total of groups that were pleading pre-qualification, four were not qualified and one entered with the documents after the established deadline. Then the BNDES informed the start of another bidding process involving the states of Paraíba and Rio Grande do Norte, published in February 15 with deadline for February 21.

The public notice of pre-qualification defined the consortiums that would participate—in future biddings—of the privatization process that the federal government intends to carry out in the area of basic sanitation. The program may include options such as concessions, sub-concessions and Public-Private Partnerships.

The president of Casal, Clécio Falcão, explains the announcement: "it is not just to adhere to the privatization, but to have access to another option of fundraising to invest in sanitation”.  He said that the BNDES will develop studies in the companies to establish the models of private partnership that are potentially feasible in each state. Then the state will select—supported by the BNDES—the model to be detailed to carry out future biddings.

“We understand that the adoption of partnerships is welcome, but we believe that privatization is not in the plans of the State, since the governor Renan Filho showed several times his satisfaction with the work of Casal and with the measures and targets defined by the current administration”, ended Clécio Falcão.
